The first letter, typewritten, dated 14/07/80... of Caulfield Caulfield City Council City Hall Hawthorn Road Glen Eira ...This file contains five items pertaining to plaques, memorials and monuments located in Glen Eira: 1/Three letters (1 page each) pertaining to a statue of Isabelle Webb adorning the Caulfield City Hall. The first letter, typewritten, dated 14/07/80, is addressed from J. Pollet, Honorary Secretary of the Caulfield Historical Society, to Mr. G. Calder, City Manager of Caulfield, and announces that the Society has identified the previously unidentified statue and wishes to provide a plaque for it. The second letter, handwritten, dated 20/09/1980, is addressed from Mr. R. Ballantyne of the Caulfield Historical Society to Calder, and laments that the Caulfield City Council has not responded to the first letter. The third letter, typewritten, dated 24/10/1980, is addressed from G. J. Walker, Deputy Manager-Administrator of the City of Caulfield, to Ballantyne, and notifies the latter of the Council’s acceptance of the Society’s offer to provide a plaque. Also included are the invoice and delivery docket for the plaque. 2/A typewritten letter (1 page), dated 26/06/1985, from Norma Polglase, secretary to mayor Brian Rudzki, inviting Mr. and Mrs. R. Ballantyne to an unveiling ceremony at Hopetoun Gardens. 3/A typewritten letter (1 page), dated 05/10/1986, from John Adams, Convenor of the Memorials Committee of the Royal Historical Society of Victoria, to Miss H. Bullock, thanking the latter for her contributions to the Society’s Memorials Project (which presumably consists of the recording of the location of all memorials located in Victoria), and confirming the acknowledgement of four memorials located in Caulfield. 4/A one page typewritten letter, with handwritten note, dated 07/05/1987, from Chilla Bulbeck, project coordinator of the National Register of the Australian Bicentennial Authority, to Mr. R. Ballantyne, thanking the latter for agreeing to act as a recorder for the Project. Attached are 12 pages extrapolating on the Project and a list (2 copies) of monuments thus far acknowledged, although none of this contains anything of relevance specifically to Glen Eira. 5/A typewritten letter, dated 29/11/1996, from Bob Ross, Senior Surveyor of the Geodetic Survey of the Office of the Surveyor General, to the Caulfield Historical Society, requesting the latter’s assistance in identifying any historic survey marks located within Glen Eira, as part of a greater project to identify all such survey marks located within Victoria. No date on card. Image includes the Caulfield Municipal Offices extension which was completed on 24 February 1991 therefore, the image must have been created after this date. Considered to be of significance as this is the only copy of this card sighted to date. Greeting card in, flips open, blank inside, with a printed sketch of the Caulfield Town Hall on the front. The card is cream coloured and the sketch is in red. The sketch includes the signature of the artist, "June Evelyn". The Town Hall is viewed looking from Glen Eira Road to the front of the Arts Centre Portico and showing the Caulfield Municipal Offices extension which was opened on 24 February 1991. Printed on back of card in same colour ink as printed sketch on the front of the card are the details of production. -

The Caulfield Contact was the official newspaper of the City of Caulfield from 1976-1994. The City of Caulfield was the Municipal Council for an area of the South Eastern suburbs of Melbourne, including Brighton East, Carnegie, Caulfield, Elsternwick, Gardenvale, Glen Huntly, McKinnon, Murrumbeena, Ormond and St Kilda East. Following the amalgamation of City of Caulfield and parts of the City of Moorabbin in 1994, the municipality was renamed the City of Glen Eira. Originally known as Caulfield Shire Hall, the original 1884 building was designed by Shire surveyor Sydney Smith. In 1931 the Caulfield Town Hall, as it was then known, was remodelled to include the main hall and foyer and a Neo-Grecian portico with Corinthian Order columns. Major works completed since 1945 include Caulfield Arts Complex (opened 20 August 1988), Caulfield Library (opened 4 December 1993) and the award-winning Caulfield Municipal Offices extension which opened on 24 February 1991. The building is listed as No. H0106 in the GECC Heritage Overlay Schedule. The site also includes a Significant Tree (H&H Register No. 034). Brick exterior of two storey building painted white and featuring pillared portico entrance and solid glass doors on Glen Eira road facing north. On the eastern side of the portico is a two storey clock tower with clock surmounted by a flagpole and flag. Some of the eastern section of the building is original with various alterations over the years. Letters Patent, Letters Patent for the Grant of Arms to the City of Caulfield presented on 1st May, 1977, 01/05/1977
Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. Honour Roll, City of Caulfield Great War Honor Roll, 1930-31
Caulfield Town Hall was built in 1891. By the 1920's the population of the area had grown rapidly and the building was no longer fit for purpose. A major redevelopment was undertaken in 1930-31, including the building of the large portico entrance and entrance hall. This roll of honour was installed around the inside walls of the entrance hall. Labour on the rebuilding project was largely undertaken by unemployed workers, one of the key ways that Council supported the community during the depression. This roll of honour has considerable local significance to the community of Glen Eira across all of the significance criteria. Alongside the war memorial in Caulfield Park and Caulfield's avenue of honour this roll is a central site of memorial for the residents of the municipality who served in the First World War. It contains the names of all Caulfield residents, including nurses, and makes no distinction between those who returned and those who were killed, making it a rare example amongst Victoria's memorial rolls. The extensive list of names makes it a valuable research tool, and its capacity to interpret municipal, social and military history makes it one of Glen Eira's most significant sites. Large, rectangular, bronze panels displaying polished bronze relief letters alphabetically detailing names of living and deceased citizens who served in the First World War. The panels have been mounted on stone walls with a marble appearance. There are 31 panels - vertically arranged in groups of 9, 1, 2, 2, 4, 3, 2, 3, 2 (clockwise direction) on the walls of the portico entrance foyer, Glen Eira Road entrance to Glen Eira Town Hall. Each panel has 50 names, for a total of 1,550 names. The 100th anniversary of the proclamation and declaration of the "Caulfield Road District" was held on 15 October 1957. A variety of public events were organised to celebrate this memorable occasion between 13 October and 8 November 1957. The "Centenary of Caulfield 1857-1957" photograph album which contains annotated images of these events is considered of great historical importance as a unique record of Caulfield events, people and places during this time. The Caulfield Centenary events were held between 13 October and 8 November 1957. Key participants included the Mayor of the City of Caulfield, Councillors, officers, and a wide range of community groups. The Booklet was given to City of Caulfield Council with several similar and related items including preliminary drafts for the Booklet. Booklet - 2 sheets of paper vertically folded and stapled in middle with text and images printed on both sides in black ink print with some green ink. Booklet is a patriotic fund raising appeal for a Memorial Hall for the Caulfield R.S.L. Front cover of booklet shows representation of the proposed Memorial Hall. -
